There are more surviving Bulleid Pacifics than any other type of British railway locomotive, with eleven 'Merchant Navy' and twenty of the smaller 'West Country' and 'Battle of Britain' Pacifics in preservation. Using archive footage and modern-day film sequences this programme traces the development of two locomotive designs that from their introduction have been the subject of technical debate and controversy.
